The reason of half of clothing and shoes exported to Europe and the United States were recalled

Recently, Shanghai Caison Technical Dept. is working for collection of industrial information, and one article published on the "Shanghai Dyes" magazine, it was written by Mr. Zhang who is one of senior engineer of dyes. Its title is "Hazards factor analysis of chemical composition in the recalled Chinese clothing and shoes products in recent years" Caison Technical dept. has focused on it and paid more attention to these industrial news about pigment paste or dyes.

The European Union RAPEXalarm system is introduced by Mr. Zhang in this paper, it is EU's non-food-based dangerous consumer goods rapid warning system, which was established based on the European Union 2001/95 / EC "General Product Safety Directive”. And the goal is finding out non-food based dangerous consumer goods information and promptly transferring to all other EU Member States regulatory bodies!
RAPEX warning notification is running for 12 years, China is the country that received the most notices and recalls. During these recalled products, clothing and footwear products is the highest proportion, and involved in the notification mainly including chemical hazards and related personal injury.

Nearly three year, Chinese exporting clothing and shoes products noticed by RAPEXD have to be noted that 16 violation incidents of REACH regulations in 2014, and suddenly up to 38 incidents in 2015. The proportion of clothing and shoes products in this had increased from 5.06% in 2014 to 21.59% in 2015.
Shanghai Caison Technical Manager has noted that the using of prohibited azo dyes in clothing and shoes products is main reason of recalled products from EU, and its proportion is reach 47%, and except other chemicals components exceeded in REACH which has nothing to do with textile printing and dyeing. So we think this is entirely caused by choosing and using no safe dyes in the textile printing and dyeing.  Some of prohibited AZO dyes would produce carcinogenic aromatic amines under the condiiton of reduction, such as 4-amino azobenzene, 3,3-dimethoxy benzidine, benzidine, and so on!

Why does these Chinese suppliers use prohibited AZO dyes in the production of apparel and footwear?
Mr. Zhang has talked about two reasons:
One is that several dyes companies still illegal produce and sale those strictly prohibited carcinogenic aromatic amine intermediates and banned azo dyes, because they want to obtain improper interests and malicious competition.
Two is the lacking of studying and learning of banned AZO dyes in some textile printing and dyeing factoies. Or unintentional using prohibited AZO dyes, and those dyes will release carcinogenic aromatic amines in the specific conditions.

Why does Caion Technial Manager would so concern about these industry articles?
